Decades of deception unraveled at the first congressional MKULTRA hearing since 1977, revealing West’s central role in mind-control experiments, memory manipulation, and links to high-profile cases.

On June 30, 2026, the U.S. House Oversight Committee held the first congressional hearing on the CIA’s MKULTRA mind-control program since the 1975-1977 U.S. Senate Church Committee hearings. Titled “Mind Control and Accountability: Uncovering the Truth of the CIA’s MKULTRA Project,” among the revelations was the central role of the late psychiatrist Dr. Louis Jolyon “Jolly” West (1924-1999). West, a prominent professor and department chair at major universities, conducted inhumane and barbaric experiments on humans as one of the key architects and implementers of the CIA’s MKULTRA mind-control program. For decades, Dr. West publicly denied his deep involvement, lying to the public, the press, and investigators—even threatening legal action against critics who accused him of being part of MKULTRA.
While the psychiatric community stayed silent, Citizens Commission on Human Rights (CCHR) was one of the only organizations consistently exposing West’s crimes and his central role in MKULTRA.
At the recent hearing, Stephen Kinzer, author of Poisoner in Chief about Sidney Gottlieb, the CIA chemist who directed MKULTRA, testified: “Gottlieb believed that in order to find a way to implant a new mind into someone’s brain, it would first be necessary to destroy the mind that was there already.”[1]
Jolly West was ideally positioned to carry out that mission.
West repeatedly claimed the CIA had only approached him, but he had refused to participate, insisting LSD, which was prominently used in the MKULTRA experiments, was too dangerous for human use. He upheld this deception until his death in 1999.
Investigative journalist Tom O’Neill, author of Chaos: Charles Manson, the CIA, and the Secret History of the Sixties, presented research at the hearing that dismantled West’s deception, using documented evidence from West’s own files.
Damning Evidence from O’Neill’s Testimony
O’Neill testified that Congress was never told the real truth. He submitted correspondence between West and Gottlieb revealing West’s active role. O’Neill quoted West’s proposals, which included using LSD and hypnosis to:
- Extract information from unwilling subjects, with subsequent amnesia.
- Implant false information and induce specific mental disorders.
- Replace true memories with false ones.
In one particularly damning passage O’Neill read from West’s 1956 paper, in which he claimed success in memory manipulation: “It has been found to be feasible to take the memory of a definite event in the life of an individual and through hypnotic suggestion bring about the subsequent conscious recall to the effect that this event never actually took place, but that a different fictional event actually did occur.”[2]
O’Neill emphasized that original research documents differed from the sanitized versions given to Congress in 1977, with key claims about memory replacement removed. He also linked West’s techniques to the potential creation of assassins or programmed individuals through these techniques.
CCHR-obtained CIA documents revealed that in 1954, under “Operation Artichoke,” the predecessor of MKULTRA, the CIA formally examined whether a person could be secretly induced to commit an assassination against his will.
O’Neill further highlighted West’s disturbing ties to Charles Manson’s followers’ gruesome murder of actress Sharon Tate and four others in August 1969. West had an office in San Francisco’s Haight-Ashbury district near the Free Clinic that Manson and his followers frequented regularly—they dropped LSD daily.[3] This proximity, West’s LSD research being conducted there, combined with his expertise in implanting false memories and controlling behavior, raised serious questions about the potential influence on Manson’s ability to program his followers.[4]
Less than a year after his followers began to take LSD, “Manson turned a group of peaceful hippies, mainly young women, into savage, unrepentant killers,” O’Neill reported.[5]
West was also linked to Jack Ruby, the man who killed Lee Harvey Oswald in 1963 following Oswald’s assassination of President John F. Kennedy. In April 1964, West visited Ruby alone in his Dallas jail cell and declared him “technically insane,” recommending immediate psychiatric hospitalization—conclusions that contradicted how others who knew Ruby described him as sane. Testimony and reporting tied to the hearing raised questions about whether West used MKULTRA techniques (drugs, hypnosis, or memory alteration) to silence or destabilize Ruby before he could testify fully about the JFK assassination.[6]
West Was Not Alone – Ewen Cameron’s Horrors in Canada
West was far from being the only psychiatrist involved. CIA-funded mind-control experimentation occurred at the Allan Memorial Institute, a psychiatric hospital at McGill University in Montreal, Canada, where psychiatrist Donald Ewen Cameron directed MKUltra Subproject 68. Cameron was president of the World, American, and Canadian Psychiatric Associations between 1952 and 1966. He used electroshock at up to 75 times normal intensity, prolonged drug-induced sleep, massive doses of LSD, and “psychic driving,” ultimately reducing patients to a childlike state. Patients did not give informed consent; many did not even know they were part of the research.[7]
The Racist “Violence Initiative” and Other Barbaric Acts
West’s crimes extended far beyond MKULTRA. In the early 1970s, he pushed the notorious “Violence Initiative”—a proposed research center to study and control urban violence. West claimed riots were tied to genetic and racial factors, asserting that those prone to violence were mostly young Black and Hispanic urban males. He called for studying Black and Hispanic children for genetic abnormalities. His proposals included forced administration of chemical castration drugs and implanting tiny electrodes into the brains of Blacks and Hispanics suspected of violent behavior for remote monitoring. Public outrage from CCHR, civil rights groups, the NAACP, and others stopped the project.[8]
Another shocking example of West’s recklessness was the 1962 experiment on Tusko the Elephant, where he and colleagues injected a 7,000-pound bull elephant with a massive overdose of LSD. The animal suffered agonizing seizures and died shortly afterward. This incident alone reveals the cruelty that defined his “research.”[9]
The 1977 Senate hearings on MKUltra revealed that 80 institutions and 185 non-governmental researchers and assistants participated in 149 CIA behavioral research projects.[10] This was not rogue psychiatric activity. It was institutional. The CIA used front organizations to conceal its involvement while researchers experimented with drugs such as LSD, mescaline, psilocybin, amphetamines and scopolamine. Some experiments combined those drugs with hypnosis, electroshock therapy, sensory deprivation and isolation. Some subjects suffered lasting psychological harm, and at least one death was directly linked to the experiments.[11]
At the recent hearing, Kinzer urged lawmakers not to view MKULTRA solely as history, citing rapid advances in neuroscience, artificial intelligence and brain-computer technologies that make congressional oversight just as important today. O’Neill called for further investigation into government record inconsistencies and West’s undisclosed MKULTRA ties.[12]
The legacy of Louis Jolyon West—and psychiatrists like Ewen Cameron—is one of deception, racial targeting, and crimes against humanity enabled by the CIA. As new documents emerge and hearings continue, the full truth about MKULTRA must be brought into the light.
