UPDATE: New Health Care Bill Drafted by House of Representatives Filled with Psycho/Pharma Industry Agenda
Information: The newly-forged 1990-page “Affordable Health Care for America Act” (HR 3962) offered by the House of Representatives is filled with mental health provisions intended to prop up psychiatry as well as the pharmaceutical industry with billions in future income. Key mental health components of this House bill:
MOTHERS Act
The bill includes the language of the MOTHERS Act, to “expand treatment for postpartum conditions” and calls for the development of “improved screening and diagnostic techniques,” but makes no provisions to ensure any entities doing such research are free from conflicts of interest or pharmaceutical funding. For example, Screening for Mental Health, Inc., and its sub-organization Signs of Suicide, who heavily promote and conduct mental health screening, received $4,985,925 from pharmaceutical companies prior to 2008, and ten leading psychiatric researchers have been exposed in the last year for failing to disclose millions of dollars in pharmaceutical payments. Despite their conflicts of interest and biased research, many pharma funded psychiatrists and researchers have been used by so-called advocacy groups (Screening for Mental Health, NAMI, etc which are also heavily funded by Pharma) to promote the need for federal laws that will only increase the number of Americans being needlessly targeted for psychiatric treatment and drugged. Yet this bill contains no provisions for full disclosure of conflicts of interest for any “entity” that could receive federal taxpayer funded grants, do research or promotional campaigns – such as the provision in the bill calling for a national PR campaign using TV, radio public and other public service announcements to urge women be screened and seek treatment for postpartum depression. The bill also calls for “clinical research” for the development of new treatments (drugs), but again, no guidelines for ensuring that any researchers/research entities are free from pharmaceutical funding or conflicts of interest. Section 2529, Page 1418
Mental Health Parity
The bill mandates Mental Health Parity, or equal insurance coverage for mental disorders as what are covered for physical diseases, whether under their regular health insurance or whether a person gets their new coverage through the Health Insurance Exchange. Psychiatric patients are traditionally “cured” when their insurance benefits run out. In this bill, those benefits never run out. Considering there are no medical tests to verify the existence of any psychiatric disorder, and without anything other than a psychiatrist’s opinion about whether or not the person’s “illness” is “cured,” this legislation becomes nothing more than taxpayer funded billions to the psycho/pharmaceutical industry who will continue their jihad of mass drugging of Americans. This provision could easily encompass all 374 diagnoses in psychiatry’s diagnostic manual, covering everything from Phase of Life Problem to Arithmetic Disorder. Section 214, Page 100
Home Visitation Programs for Families with Young Children or Families Expecting Children
The bill creates a home visitation program for families with young children or which are expecting children or who have certain “risk factors.” The program provides assessments regarding matters of “age appropriate behaviors,” for children, prevention of family violence and referral to outside services. – Section 1904, Page 1177
School Based Health Clinics
The bill includes funding for School Based Health Clinics that will include subjective psychiatric mental health screening (called mental health assessments) of children, and “referral to a continuum of services including emergency psychiatric care, community support programs, inpatient care, and outpatient programs” as part of their “comprehensive primary health services.” This is a direct feeder line for the psycho/pharmaceutical industry directly into our schools. – Section 2511, Page 1352
Wellness Program Grants for small employers
The grants in the bill serve as an incentive for employers to include “mental health” as part of the Wellness Program Grants to businesses. Part of the program entails a “Behavioral Change Component” that encourages “healthy living through counseling” and may include programs relating to “tobacco use, obesity, stress management, depression and mental health.” – Section 112, Page 67
Federally Qualified Behavioral Health Centers
The bill creates new “Federally Qualified Behavioral Health Centers” and in order for existing community mental health centers to qualify, they have to provide, among other things, “mental health screening, assessment, and diagnosis,” as well as “outpatient clinic mental health services, including screening, assessment, diagnosis, psychotherapy and medication,” in addition to “crisis mental health services including 24-hour mobile crisis teams.” - Section 2513, Page 1367

On July 17, 2009 Plaintiffs in the federal lawsuit filed a Motion for Preservation, or in the alternative, a Motion for Reconsideration. Plaintiffs ask the federal court to issue an Order requiring the Luzerne County Probation Office, the Luzerne County Clerk of Courts – Juvenile Division and Domestic Relations Section, and the Luzerne County Court Reporter’s Office to preserve one copy of all records that may be necessary for the adjudication of Plaintiffs’ claims in federal court and to have that copy kept under seal by the federal court.
Plaintiffs have repeatedly and unsuccessfully sought preservation of expunged records through the Pennsylvania Supreme Court. Plaintiffs July 17 Brief details how the Supreme Court has placed Plaintiffs in the unjustifiable position of having to choose to either have their records preserved but delay expungement, or have their records expunged but in so doing, jeopardize their ability to secure federal remedies. Plaintiffs now ask the federal court to issue a preservation order or in the alternative, to reconsider its July 2nd denial of Defendants’ unopposed motion for preservation of Plaintiffs’ juvenile records.
Judge Caputo has scheduled oral arguments on the Motion for July 27, 2009 at 10AM.

I could not believe how the drug companies control peoples lives. People actually take drugs to off set the side affects of other drugs. The influence of the drug companies over doctors the media and the adverse affect on people’s lives is unbelievable. I witnessed this first hand.

When did we let the Drug Companies become our Parents, Doctors and our leaders. They have bought our government through contributions. Why do we need all these “Mental Health” and drug programs. Our children are being drugged into unfunctional stupors. They will be unable to cope with life without drugs (which I think is the goal of the drug companies – it’s worth billions to them). I think it is horific that pregnant and/or nursing mothers are required to take anti-depressants and anti-psychotic drugs if their hormones are a little out of balance. These drugs have very dangerous side-effects. The unborn and new-borns aren’t being allowed to have rights as to whether or not they want the learning disabilities or other side effects from these drugs. There is far less “mental illness” than is being promoted. Focus on the lack of education instead of mental illness. People would feel much more confident and function better with better educations.

Big Pharma has grown far beyond its proper function in the economy of the world, and is aided a great deal by the dulling down of the awareness of the public with an onslaught of drugs to a point where people are largely unable to fight back, or they are too much in a stupor to recognize threats they need to fight back against, and pscyhiatry is their major tool–or Big Pharma is the major tool of psychiatry. The dulling down works out the same either way.
This situation must change. Psychiatry should be investigated as a fraudulent practice in its own right, and de-funded based on the findings of the investigation. Effective solutions can and should be found to the problems people drug themselves to avoid . Something other than drugs or violent physical treatments can always be found that can work.
I have no agreements with funding of psychiatric control over the public and our future through drugging new Moms and newborn and unborn babies, along with basically everyone else through their bogus screening programs.
Full lifetime psychiatric treatment of people at public expense by a group of professionals who can claim no cures and cannot substantiate the illnesses they diagnose is entirely indefensible and this is what mental health care parity creates. Let alone that practically every normal activity of life has been voted a mental disorder for the psychiatric bible of treatment codes, so that those missed in the screenings can be caught and gotten onto the drug regimens that way. This is totally unacceptable.
We need to take away their funding completely. Deny this fraud it’s sustenance. Demand it be stripped out of the Health Care Bill before that bill is funded.
Those are my most pressing concerns about the Health Care Reform Bill being pushed toward final vote at this time.

Mr. Miller. I am a physician who has been in practice for several years and around medicine most of my life. This bill is harmful to our future, mothers, children, and young adults. I have seen kids loose interests in school and life as a result of being on psychiatric medications, not to mention developing physical impairments. In addition, these bills set no guidelines to prevent conflict of interests from researchers receiving funding from the pharmaceutical companies. This bill should not be passed.
How about druging a mother that is breast feeding on a new born developing baby, nobody knows what kind of negative affect this will have on the new born.
I recently learned that the word ‘comfort’ is derived from the Latin ‘fortis’ meaning strength. Acts that align with the restoration of strength to body, mind or spirit derive from a willingness to help increase this strength. Acts like remineralizing the soil to increase its health and strength so that the food it produces contributes to the strength of those nourished. Educational programs in art and athletics strengthen us and our bodies and minds.
I have observed that acts of screening and medicating women and children in the United States of America are not founded upon the intention to strengthen but upon a rapacious greed rather difficult to confront. This bill is like junk food. It weakens us further.
I am comforted by the presence here of Dr. Highshaw. I think we need to encourage our physicians to closely examine the measures being taken to bind them to psychiatry, a profession with no proof.

This bill should only pass if you want to have government agencies visiting your home by force and without asking. If it were not for the government’s financial support, psychiatry would go out of business. Government gets its funding from us through taxation.
Ultimately, we are responsible for what happens, good or bad, because government, by definition, is just a group of people where no one person is responsible for anything.
When things go bad, it’s not so much what bad people do but rather what good people fail to do.
