Federal Health Bill Calls For Billions in Orwellian Psych Programs and Treatments
UPDATE: New Health Care Bill Drafted by House of Representatives Filled with Psycho/Pharma Agenda
Information: As the entire country is aware, there is currently an effort in Congress to pass a massive “Health Care Reform” bill. In fact, Congressional leadership is doing everything in its power to pass this $1 trillion plus bill.
There are two versions of the bill — one in the House (H.R. 3200) and one in the Senate (there is no number for the Senate bill at this point, but it is titled the Affordable Health Choices Act).
Both bills forward massive increases in government funding of mental health programs that turn America into a full blown therapeutic state.
The Senate bill (the Affordable Health Choices Act) includes:

Funding for community based “Health Teams,” which will establish a system of early identification and referral for children at risk for developmental or behavioral problems. (Section 212)

Allocation of up to $5 billion every year for School Based Health Clinics to provide such services as: mental health assessments (screening), crisis intervention, treatment, counseling and referral to emergency psychiatric care. (Section 312)

A five-year program for the Center for Disease Control to provide public health “interventions,” screenings and clinical referrals for individuals between 55 and 64 years of age. (Section 322)

The creation of a new “paraprofessional child and adolescent mental health worker.” The legislation states that this is “…an individual who is not a mental or behavioral health service professional, but who works at the first stage of contact with children and families who are seeking mental or behavioral health services.” (Section 402)
The House bill (H.R. 3200) includes:

This bill also calls for the establishment of School Based Health Clinics that will provide mental health assessments (screening), crisis intervention, treatment, counseling and referral to emergency psychiatric care. (Section 2511)

Specific funding for mental health counselors and marriage and family therapists. (Section 1308)

The bill creates a home visitation program for families with young children or which are expecting children or who have certain “risk factors.” The program, which is stated as voluntary, provides assessments regarding matters of “age appropriate behaviors,” for children, prevention of family violence and referral to outside services. (Section 1713)

The bill mandates a sweeping mental health parity, which could well encompass all 374 diagnoses in the Diagnostic and Statistical Manual (DSM) and opens the door to coverage for everything from phase of life problem to sibling rivalry disorder. The costs would be horrendous. (Section 114)
The bill provides for unlimited mental health benefits. As there is no objective or medical test for psychiatric disorders, this is a virtual blank check to the mental health industry.
Psychiatric patients are traditionally “cured” when their insurance benefits run out. In this bill, those benefits never run out. And without anything other than a psychiatrist’s opinion about whether or not the person’s “illness” is “cured,” this legislation becomes nothing more than taxpayer funded billions to psychiatrists, who will continue their jihad of mass drugging of Americans.

This bill does nothing more than make a mockery of and trample on the Bill of Rights and the Constitution of the United States. How could something like this even be proposed? Who are the actual writers of this abomination?
We dont need any more Mental Health programs, that are based on fraudulent subjects like Psychiatry, to be paid for with taxpayer dollars! Psychiatrists don’t cure insanity or mental illness. With collaboration from the drug manufacturers, they “only” create neurotic or psychotic zombies that are unpredictable! the side effects of psychiatric drugs far outweigh “any” benefits, ie: “NO BENEFITS”!!

I read this and wrote to senator Orin Hatch of Utah. He wrote back to me. He said he opposed this type of health care reform due to the cost to the tax payers.
I did write and told him of the psychiatric special interest involved, He never did acknowledge it though. I also wrote to my Utah state representative.
It seems the Democrats are being swayed by psychiatry, but why are they so into solving our problems with psychiatry? They never have asked this: “Does it work?”
Psychiatry is an outrageous field of work and it should honestly be removed from the medical community. Psychiatry does more harm then good because they take an advantage of people during their most crucial situations for an example, a death in a family or children experiencing a divorce, or if a woman is experiencing the baby blues after delivering a baby. Psychiatry is nothing but a fraudulent profession and the tax payers should NEVER be charged for their fraudulent activities. Keep our tax money away from psychiatry! I want my money to help someone to seek shelter and food… not going inside the pocket of a psychiatrist for seeing someone for only 10 mins at a time in their psychiatric prisons and then leave the room.
Enough of drugging our children and enough creating disability. STOP this madness!

Most recently I heard of a mother to be who was slightly over her due date. A doctor tried to force her to have labor induced. There was no need for this. She wasn’t yet in labor and there were no indications that the baby was in any danger. When she said she would rather ‘let nature take its course’ and wait until her labor started ‘naturally’ the doctor threatened to have her committed to a psych ward for refusing to have labor induced.
She rightfully reported this insane “medical practioner” and the person was reprimanded and taken off of her case.
NO MORE TAX DOLLARS FOR MENTAL HEALTH. There is no mental HEALTH among those who drug and shock and create suicides and homicides. This is what our tax dollars have been paying for. ENOUGH!!!
I am concerned about this and am absolutely against the passing of this bill even though not being a citizen of this country. There are other, much more suitable and absolutely reliable ways to handle conditions which the Psychiatry industry aims to supposedly “cure”.
All one needs is to interview a few people who have been on psychiatric treatment and check if they have become more intelligent, more alert, more able post the medication, to find our the real effectiveness of this treatment. Giving the psychs over 1 trillion dollors is like paying for your own deterioration.
This Bill needs to be stopped! This so-called ‘program’ is paid for with the money of tax payers, and then turned against those same tax payers. It is betrayal. Mental health programs of this nature have proven, by record, to be very destructive: psychiatric ‘remedies’ don’t work. Witness the increase of so-called deseases and risk groups. It’s a scam, and only meant to turn people into easily controllable subjects.
The insanity with which psychiatry is given power and control is absolutley unimaginable. How can that be with no results from the billions of dollars allready given it? I would almost wonder what is going through any represenatives mind while approving such laws. I would imagine that some may really be uninformed, and some may be too lazy to get informed. This is too important to not get informed on. For if you approve of this bill it is you too who will eventually come to feel it’s effects on your own freedoms and sanity! God help us if you vote for this, for the seeds that will be laid will be many. It is time we bring this nation back to the basics. Go back to the founding fathers words. Psychiatry did not exist back then. As psychiatry gets bigger the world gets worse. Not realizing that psychiatry is the cause of the problems that psychiatry is being hired to solve, we are in fact putting the fox in charge of the hen house, psychiatry being the fox and we the people being the hens. As the hens begin to disappear we listen to the fox’s cry for more funds to protect the hens. We then give our own money to fund the fox’s. Eventually there will be no hen left to “protect”. Who will stand up to this? How many “hens” need to disappear before the insanity of psychiatry is recognized as the source of the 20th century ills? All anyone needs to do is do the research, look at past statistics, it should all be obvious at that point. The more money funding psychiatry, the more bills past in the protection and enforcment of psychiatry, the more we as a people and a nation die. This cannot be allowed.

This is absolutely horrifying! Initially, I had 2 thumbs up for the bill with the belief that it would help the millions of Americans who truly needed emergency medical coverage. However, after reading this and looking back to a horrific experience I had at a MA hospital shortly after I moved there from Chicago, I realize now that I have a clearer understanding of the full details of the bill. I would give my left arm to NOT have this bill passed knowing what I know now. As many of you wrote, I too agree, from first hand experience, that Psychiatry and Psycho-Therapy is no longer what it use to be and has become an outrageous field of fraudulent and highly negligent work all for the mere sake of profit with NO REGARD towards humanity. Every human right is literally stripped away from patients once they go into treatment and people are literally being brainwashed to believe they are something that they are not and furthermore fooled into believing that mind-altering, hence most dangerous Psychiatric drugs are the solution to their problems regardless of all of the harmful deadly warnings. America really needs to wake up … I’m glad I did at this early hour of the morning to read this article. Had I not … I would have cast a vote to pass the bill. In my own personal experience, I literally happened upon countless patients who shared their Psychiatric horrors of being brainwashed to believe they were suicidal; delusional; paranoid; depressed; schizophrenic; Bi-polar; ADHD etc. They were FORCED to take a cocktail of psychiatric drugs and/or be locked up in a psychiatric institution with no regard to their human right to their liberty. When America says “no to drugs” it is their right to say no. However, when a patient tells the Psychiatrist they do not wish to have these dangerous drugs and will seek other healthier alternatives … these patients have no more rights regardless of what they say. Our governement has already given the Psychiatric & Pharma industry the power via MD License to strip Americans of their rights to have a clean healthy body soul and mind. They’ve gone as low as to target our children in the schools and now are aiming at seniors and anyone 50+ of age. Who is next? Furthermore … what will be next? When will our government wake up? How many more homicides and suicides is it going to take? How many more cornerstones of trust will be broken to wake up America. Every child in America will eventaully be having cocktails of psych drugs b/4 they graduate (if they make it that far) from High School! They are our future and what a crying shame! I oppose this bill!
My much beloved youngest son, Andrew, was severly traumatized in a tragic situation at the hands of others, and was rendered literally unable to speak and in a state of hurt and confusion due to the extreme nature of the trauma. Because of the severity of the incident, which also caused him physical harm, I had to take him to the emergency room for examination. I remember how my previously strong, social and friendly amazing ‘all American’ young man, clung to me, terrified throughout the time in the ER. To my sorrow and anguish, I was informed by the doctors that he had been raped as well, and they were going to have to admit him to the hospital.
What I did not know is that the floor they were going to admit him to was the youth psychiatric floor…behind locked doors…and that I would have to leave him and only be able to visit an hour each day.
There were procedures that were done to him that I was not informed of or never gave consent for. Even though he was a minor at the time, and I was his mother…and a nurse myself, and knew that all medical procedures must be discussed and consent given for them to be done! The people there were rough with him…even though they knew he had been ‘traumatized’ severely…they retrauamatized him terribly…I was devastated and in a state of anguish for him.
Everywhere I turned, there seemed no one, or no way to help him or get him released. The psychiatrist ordered him in restraints one day, put him in isolation and heavily drugged him…and there was evidence he had been given electroshock…and possibly worse. He had bruises all over his body…and even a temperature from lack of water or food for 48 hours…by the time I was finally allowed to see him.
I cannot put into words the deepest anguish I felt when I went to his room and found it empty, with his clothes on the floor covered in blood, vomit, urine from him losing control of his own bodily functions out of fear and absolute terror!…evidently he had been crying and asking for me…and instead they called a ‘code’ and a group of big men tackled him to the ground…put their hands over his mouth…and drugged him…stripped off his clothes…and put him in isolation…naked in restraints.
This was criminal…to take a beautiful all American young man, who played varsity basketball and Freshman football…who was previously a good student, and much loved by eveyone…with no past history of ANY mental problem whatsoever…who had been traumatized and raped by a group of men in a gang…and then retraumatize him all over again!!!@??? He has since now been driven so inward, drugged…labeled by psychiatry…and all of us in the family told to ‘accept’ his diagnosis…
His life, mine…and my entire families’ lives will NEVER be the same after this! It is sickening and frightening how much power over another human life that psychiatrists are given/ take upon themselves.
Psychiatry should NOT even be a field of study! When I was in nursing school I remember an instructor saying to us to remember that psychiatrists are just people too…with their own troubles…that half of them go into the field because of their own problems…and need for control over others…and to NEVER allow a psychiatrist to diagnose us, our family members…and to keep them away from our patients as much as possible!…and NEVER to take psychotropic meds…under no circumstance!
I dream of my precious son being whole and healthy again…of watching him play sports and laughing/playing with his many friends he used to have. I long to see his life restored and productive and happy. He has always been such a joy…since the minute he was born….and much loved by everyone who knew him. Now he is medicated, changed…heart broken and wounded in his spirit too. I feel helpless to do anything…and pray for him and a miracle every single day.
Perhaps someday, I can stand up and tell this story…have something to say that would make an impact…and change things for many people…through changing things for others…perhaps there will be a measure of justice for Andrew.
Thank you for all the work you do at CCHR. If indeed the new Health Reform includes provisions for all this ‘mental health’ interference into the lives of citizens of the USA…it needs to be amended OUT of the bill right away…and until it is..my vote is NO for this Health Care Reform legislation.

Brittany is absolutely correct. Moreover, it is one of the ways in which activists are subdued. I know because it happened to me. I was no threat to myself or anyone else. One psychiatrist had the audacity to tell my mother that I was psychotic. My mother wrote what this “doctor” told her in her diary or I would never have known.
I was trying to get the truth out to people; the government used the psychiatric profession to try to block me. Later, the FBI would try to destroy me financially, an act for which I have the proof. In fact U.S. Customs stole the books that I wrote exposing this when I tried to mail several copies of them from Canada, where I was living, to Ohio where my printer’s distributor is located.

If you ever happen to become one commited to a psychaitric ward and own property, you will welcome any protection available from the green compassion of the presiding psychiatric services system.At a rate of $50,000.00/month for in hospitial private acute care, or $20,000.00 a month in public hospital, your estate will be absorbed in a matter of 90 to 180 days, the legally mandated time for people taken into custody on a police hold.The system is very oppressive, as it is , it ruins people already.The proposed plan will expand the exploitation of even more citizens with diminished capacity.I don’t see the proposed changes as ameliorating the greed and abuse, but may be insurance parity will relieve some abuse. I am all for mandatory health insurance, all pay a small premium every month as a solution that levels the playing field. Most of us will not use any health services, but those who need services will be spared ruination from a disease physically or mentally, as a result of treatment.
Druging our children is not finding the answer to their problems. I do see children with what seems the same behaveriol problems. what is causing this? Cell Phones? Wi-Fi? Food Chain? We are destroying our enviroment in order to line the pockets of big pharm and corporate food chains.

I am against any type of Psychiatric treatments to the elderly and the young who have no choice in the matter. We need to stop this in it’s tracks before we are all under the control of this plan. It will give us no rights as to what we have done to our parents, children and their children.
The writers of the psych portions of the bill need to be listed as a matter of public record. Also, all senators and representatives who are under psych care, particularly those on psych meds, need to be made a matter of public record. Their constituents should be allowed this data when voting to let someone who’s on medication to remain in office. All politicians and anyone working on public pay, including school board members, teachers, principals who support programs for the drugging of schoolchidren should be made a matter of public record. Let them stand up and proudly say at PTA why children should be mentally ruined for the rest of their lives. Joe McCarthy had his moment in the sun. Time now for the Psychs and their cronies.
It is so nice to see someone write the truth about these bills! I am so tired of out tax dollars going for psychiatric treatment, when in reality, it does nothing but drug people like street drugs do. Most of homeless are psychotropic drugs and the numbers are just growing. If these drugs worked, our homeless numbers would be decreasing. It appears our country is headed for the dumps. Our representatives do not listen. The people do not speak out enough. I hope more people take responsibility, as your organizaion has.

It’s seomething really creepy about a system where our (tax)money is spent on drugging us. We pay them to drus us. Hmmm…a brilliant business idea.
With such overwhelming proof for so many years that psychiatry does tremendous harm to its victims without improving their lives, it is incomprehensible that any decent person would want psychs to get an unlimited supply of our hard earned tax dollars. Whoever proposed this or supports this as part of the health bill truly wants to destroy our nation, our society, and make us all subject to an all-dominating, suppressive government.
We should all demand to know who actually wrote this into the bill and make it very public.
We are informed about so much of the medical records of public officials, yet their mental health treatment and consumption of psychiatric drugs is not made known.
We should be informed of the psychiatric drug use of any political leader, public office holder, government agency head, and especially of teachers, and school officials as well as health care providers.
We need to get those drugs out of the schools and out of the government.
The majority of our “disabled” are disabled as result of their psychiatric drug usage. Psychiatry creates disability and must be stopped.
It is urgent that everyone write their reps. and senators apposing this Health Reform, expecially the part funding psychiatric activities.
Save our country!! Think of your family and the millions that have fought for our freedoms in The Constitution and a country “under God”.
We have “pledged allegance” to this country all our lives and it is the sole glimmer of hope to the rest of the world that America stays free.

This is our last chance to do something
There are a lot of things that the Obama Administration has implemented that I am very unhappy about: much of the economic stimulus package has been ineffective at the least; the government bailouts of the banks, rewarding those who were most responsible for the economic crash with taxspayer dollars and driving the federal deficit out the roof; but these proposed federal health bills are the worst of the lot. As a former Navy man I have seen a lot of the world, and this country, with all its problems, is still the world’s “bastion of freedom”. For the love of God, of Country and of our fellow man let’s keep it that way. Sure, Americans need health care, but these bills are not the way to do it. The psychiatric provisions give the psychiatric “profession” far too muchy power. Psychiatry does not work. Psychiatrists do not cure anyone. Ask most psychiatrists and they will admit it. Instead, they are pill pushers………….not merely handing out psychotropic drugs to anyone (for a very hefty price), but actually forcing those drugs on people who neither want nor need them. The psychiatric screening portions of the bill will just result in the forced drugging of more of America’s senior citizens and children. There is no scientific basis for psychiatric screening…….the diagnosis is based upon the opinion of the psychiatrist, and forbid the thought, possibly his greed. These bills write a blank check for psychiatrists………..there no limits set on how many taxpayer dollars can be handed out for psychiatric treatments, including drugs………another way to add to the deficit that is our legacy to our children and grandchildren. This Administration was elected on Hope, on Hope for Change, but let’s make it change for the better, not the worse. These health care bills need to be shredded, and the true motives of the authors of the psychiatric provisions need to be thoroughly examined by the American people.

Another step towards the complete violation of ones human rights and until the voices of the people who oppose are heard, then those who are abusing their powers within the government colluding with the drug makers all the sake of money and power will continue to commit their crimes and actions.

1. Write your local rep, state and federal rep.
2. Write your state and federal health authorities
3. Get a petition going online opposing the Bill. The more people behind it the harder the objection is felt.
4. Put together a legal notice of Understanding & Intent detailing your understanding of the laws, codes, Hippocratic oath, standard care etc as they exist, list out the violations that this bill will have upon those laws, rights and ethics and end it off by holding the person who is receiving the letter as responsible from the recipt of the letter onwards with the intent to prosecute the person for violating the constitution, laws, codes and human rights for participating and allowing the Bills to carry forward into society.
5. Organize a protest, exposing the Bill, Big money and Big pharma criminals lobbying for the Bills.Get parents, mother associations and others who are opposed to the health bill to join the action, petition and campaign to stop these atrocities dead in their tracks.
But no matter what, one needs to take action…starting NOW!

Millions of concerned American patriots rallied in cities around the nation yesterday on 9/12 to protest this Federal Health Bill along with other Big Government offenses to our constitutional and human rights.
We can all do our parts to share with our friends and families, as well as Congress, the psychiatric hidden agendas in this Health Care Bill, knowing there are now MILLIONS of active supporters who will openly protest and demand action – They need to be TOLD about this NOW. Spread the word!
There is no way I would support such a bill as it is funding a made-up problem with real money to support torture for profit as the money goes into the pockets of the Psychiatrists and Big Pharma, with the end esult being a world of chemically held down people. That is the truth in a nutshell. That is not solving a problem. It is creating the hugest problem imaginable.
There’s a lot of negative overtones in the assessment of these bills. It seems any effort the government makes to try to assist at the level of the family or individual is branded “Orwellian”.
Of course anything of this magnitude will be expensive, but prevention is better (and oftentimes cheaper) than cure. I would prefer a situation of childhood abuse or elderly dementia is assessed by a trained professional, rather then letting them the child grow up to abuse again, or the geriatric wander the streets out of their minds. Why let this develop into a major situation and having the police clean up the mess?
There’s a lot of comments here mentioning drugs, when the bills clearly focus on behavioural-based counselling and social support. Are people here acting before thinking/speaking/typing?
This is the last draw. I like to see so many resposes online. However I hear no one talking about it on streets. Would fliers distributen to public or vandalism style posting tactics help here. I wish everyone would carry signs on their cars or writ with white shoe polish on their winshields, let’s put the word out.
The Center for Moral Clarity (CMC), a Christian organization founded by Pastor Rod Parsley, is also objecting to the School Based Clinics mentioned in both the Health Care bills. According to Pastor Parsley, Planned Parenthood would be in charge of these clinics! Also, because neither of the bills specifically prohibit “abortion” the CMC feels that abortion counseling can occur under “reproductive services” or “preventative services.” It seems to me that not only is the drugging of children a concern but also counseling to end innocent life!
It’s clear that none of the Senators or Representatives had read this bill, at least not when the topic first came up. But I’ve always wondered, who actually did write it? You can’t say the “Drug companies wrote it”, because no drug company has fingers. So which individual people actually put the words together that ultimately comprised these bills? And who paid them to do so?
To call it “Affordable Health Choices” and “Health Reform” is such a tragedy because Health Care in this country is so corrupt and fraught with incompetence that there are very few who would say it doesn’t need to be fixed.
When we attack all the congressmen and women, I think we’re looking in the wrong direction. I think we should concentrate on those who actually wrote the thing. We know that none of the Senators or Congressmen did. They haven’t even read it!

I’m 76 and a greatgrand mother. My greatgrand children need to be protected from the drug mongers calling them selves mental health providers.
Psychiatry is very repressive. This bill would likely result in an increase in the repressive force of psychiatry. It would harm more people. Psychiatry is a tool of social control and repression.
This bill must not happen.
We all need to say this to our politicians and ensure they Do get it and use their powers to stop any possibility of any health bill that does get passed being an open door to a phychiatric insanity free for all. They are so bereft in a workable technology their without a doubt insane substitute for a standard proceedure results in halucinatory ideas and applications. Their statistics and suicide and destructive acts.
Kill the bill.
This bill is not in our best interest! The people who have this type of health care in other countries are saying “you’ll be sorry.” Please do not allow this bill to go into action.
This bill is such a violation of my individual rights guaranteed me by the Constitution. It is a blatant example of the drug companies incursion into our private lives one more time. There is little in this bill that even mentions truly caring for the real health needs of the people.

while i completely agree that the psych portions of these bills need to be amended out, it is vital that the american people have at least an alternative to the untenable health care system we have today! the fact that my friend is $20k in debt already just from giving birth is a catastrophe! health care costs have more than doubled in the past decade and more and more people are going bankrupt because of this ridiculous, wasteful system we have. please, we need to do what we can to get the horrible portions of the various bills removed, but the baby must not be thrown out with the bath water. thank you, =ck
This horrendous bill will do nothing but take more control out of the hands of the American taxpayer, and put it in government hands, essentially giving more power to pychiatrists and governments, and using the American taxpayer’s money to do it. The individual rights of the citizens of the U.S. are being surreptiously robbed week by week, and I for one am sick of it. The government is FOR THE PEOPLE, and not FOR THEIR POWER, and the taxpayers of America must recognize this unjust and batant attack on our freedoms and liberties as Americans. It is time to show the power we Americans have. Stop this insanity. Would one sign a contract without reading what it says? Let’s put a stop to this!
Please, please read and understand this bill!! Maybe it is time we actually move into the direction and follow our Constitution and reward production and penalize non production. You must vote against this bill, otherwise you will be forwarding and promoting a very destructive element in our country.,.
I can’t believe the insane comments made by so many paranoid people. These people actually believe that this bill will involve forcibly incarcerating the entire country in insane asylums! Where in the world are they getting these ideas? Maybe if the kids that have gone on shooting rampages in the schools had been diagnosed and treated earlier,(and not with anti-depressants, which I believe were a major factor behind the killings), then those shootings could very well have been prevented. And what about all the mental patients that Reagan turned loose in the streets with the chopping down of all those social programs? Imagine all of the rapes and murders that could have been prevented had they remained in treatment. It’s about time that we stop looking the other way, expecting mental illness to just go away. I think that the paranoid schizos that are putting out all this garbage should be first in line for the new, subsidized mental health programs.

This country was founded on freedom -we were not screened for psycholoogical disorders in schools. If this bill passes our children will be subjected to screening and some will be placed on psych drugs – this will increase violence and shootings in schools.
Also goverment should not mandate healthcare – using taxpayers money. The more control goverment has over our health with mandatory immunizations, mental screenings and labeling of people as not normal -creates a slaverey state and not free America.
This bill must not pass – for the sake of this country and the rights and freedom of the innocent people who have no idea how dangerous psychotropic drugs are and how many side effects they have.
This bill can not be passed for several reasons. First off, it is a direct attack at the Constitution, which is what puts this country ahead of any other country in the world. This country is based on freedom, not enforcement. People, young and old, need to be able to make their own decisions if a country is to prosper. The proposal to drug others without consent is also a violation of basic human rights and can be outright lethal. The warning labels on the back of the medicines prove the danger possible to those given the drugs. How can you justify giving people drugs that can prove to increase the incidence of suicides and crime? Is that really a goal of mental health? It absolutely would not be a goal to anyone but those who would want to see the country go down. That just does not make sense. We, as citizens, have been paying taxes, and to think the moneys would go to drugging people is hideous. People need to take responsibility for their lives as opposed to being fed poisons. Psychiatry has proven to be a very shady business, as there are lists of psychiatrists and psychologists who lose their licenses due to crimes, including for rape and emotional abuse. This bill can not pass if a country is to move on and progress.
